Iowa's state OSHA plan adopts 29 CFR 1910.151(b), setting no fixed first-aider-to-worker ratio but requiring employers to ensure adequately trained first-aiders and readily available supplies when no infirmary, clinic, or hospital is in near proximity. OSHA guidance expects at least one trained responder per shift, with emergency care reachable within 3-4 minutes at high-hazard sites.
Iowa childcare licensing (Iowa Admin. Code r. 441-109.7) requires the director, on-site supervisor and all staff counted in ratio to hold infant, child and adult CPR and first aid certification, kept current. Certification must be completed within the first three months (90 days) of employment.
Iowa Code § 613.17 (Emergency assistance) protects any person who in good faith and without compensation renders emergency care from civil liability, unless their acts constitute recklessness or willful and wanton misconduct. There is no legal duty to rescue, and the immunity extends to good-faith use of an AED maintained per manufacturer guidelines.
Nurses in Iowa are overseen by the Iowa Board of Nursing, which requires 36 contact hours of approved continuing education per three-year licensure period, though the Board excludes CPR and BLS from what counts toward CE hours. BLS is in practice an employer and hospital requirement rather than a licence condition.
In Iowa, certified nurse aides and home health aides deliver hands-on care in residential facilities and private homes, and CPR is taught as part of the state-approved 75-hour CNA and home health aide training curricula. A recognized, up-to-date first-aid and CPR certificate keeps this competency current, in addition to the worker's occupational training, and is renewed periodically.
Under Iowa Administrative Code (Iowa HHS foster family home licensing standards), all licensed foster parents must be certified in CPR and first aid through a nationally recognized training organization or equivalent trainer, before licensure and every three years thereafter. The training must cover infant, child and adult CPR and first aid using a nationally recognized curriculum.
Online CPR and first aid training is recognized in Iowa, with Iowa OSHA and federal OSHA accepting blended training (online coursework plus an in-person hands-on skills demonstration) for workplace first aid and CPR. There is no ban on online training; online-only theory is discouraged only where practical skills cannot be demonstrated.
